Independent evaluation finds CAOPP-1C satisfactory

According to a study by the World Bank's Independent Evaluation Group (IEG), "the evidence provided in the Implementation Completion Report (ICR) indicates that the West Africa Agricultural Productivity Program (WAAPP-1C) has succeeded in accelerating the process of generation, dissemination and adoption of new technologies and innovations in agriculture".

The ICR is a requirement for programs financed by the World Bank. Once submitted, it is reviewed by the GEI, which provides ratings on the project's relevance, effectiveness, efficiency and sustainability.

According to this recently published KPI, "the project (PPAAO-1C) has also strengthened the capacity of actors involved in the agricultural innovation system, and has encouraged regional cooperation and facilitated South-South cooperation to enable technology transfer and adoption".

The IEG's review found that the project's relevance to objectives, effectiveness and efficiency were substantial. On this basis, the IEG judged the result to be satisfactory.

The WAPP was launched by the Economic Community of West African States in response to a renewed commitment by African states to accelerate implementation of the Comprehensive Africa Agriculture Development Program. Participating countries financed the program through a World Bank loan agreement. Other players, including the Governments of Spain, Denmark, Japan and USAID West Africa, supported the program.

CORAF coordinated the program at regional level.
